52M Notice received after 18 days

Annoyingly I have been caught out by H&F’s sneaky road
restrictions.
The contravention occurred on the 28th of Nov 7.30pm.
PNC date of notice was issued on the 12th of Dec, I received it
today. Thats 19 days after the event.
It also seems they issued the PCN on the 15th day.
Am I correct in thinking I should be informed within 14 days,
and at least the PNC should have been issued within 14 days.
Any advice would be appreciated.

Until you post up some hard data, like the PCN, and a GSV link
to the location, we are in the dark, but they normally have 28
days to serve a PCN from contravention date.
