Council website not working, PCN could not be paid

Hello all,
I'm posting this on behalf of a friend (really).
She tried paying the fine (on the day she received the PCN) but
although the REG and PCN# both matched, the council website
wouldn't allow her to proceed with the payment – see screenshot
below. It will now allow her to pay, but the amount has
increased to £75. Is there anything she can do?

What are the PCN number and vehicle VRM.
Post the PCN too.
Sounds like a £50 parking PCN that has escalated to a charge
certificate. Did she receive a notice to owner?

Thanks stamfordman,
Yes she did receive an NTO – please see both that and the PCN
attached.

Did she make representations to the NTO? That had to be done.

I believe she hasn't made any representations at all. She lives
in a property Guardianship and apparently the NtO didn't arrive
until after it was too late. Presumably she's out of options?

What do you mean by property guardianship. The NTO is dated in
October and will have been posted to the registered keeper then
- is she the keeper and is the address correct on the NTO? When
did she get it?

Thanks stamfordman. I'm not sure of the PCN# and vehicle reg,
they're blurred out. If it matters I can find out from her.
She's definitely the registered keeper, I think she received the
NtO around 18 Oct.
(As far as I know a property guardianship is basically an
arrangement where you live in a disused building, an old school
or council building etc., for greatly reduced rent in order to
protect the building from squatters and for insurance purposes)

I think she is out of options - consolation is this is the
lowest level PCN so £75 is still less than a London TFL one even
at discount.
Reason she couldn't pay on day is probable because they often
need 24 hours to update systems to receive payment, post
pictures.
See what others say.
She should receive a charge certificate in the post. This adds
50% to the £50 PCN = £75. The next stage is debt registration,
which adds £10, and could be happening if the CC has gone
missing.
