PCN Entering and stopping in a box junction when prohibited

Hi all,
Thanks for your help before hand.
I have never received the PCN or certificate. I did received a
letter from the Enforcement Officers - as I moved home I didn't
know that was issued. I completed a OoT which was accepted. I
moved home again, and changed address with DVLA timely but I
have no received any update from this PCN.
Now I see online it was on hold and re-batched in Nov but I have
not received it again! Pics seems to show more than 3s stop, all
attached on link below- i had to stop as the big van stopped due
pedestrian crossing... Any advice to challenge it please. Sorry
i'm quite new here .

What address did you put on your statutory declaration? That's
what they should use to resend the PCN.
If you moved again without servicing post it's no wonder you are
in a muddle.
Call TFL and ask them what they have sent and where.

Hi, thanks for your reply. I called them and yes, they have sent
all to previous address again, so I requested to change address
and a copy of footage - the operator offered me to pay
inmediately over the phone and keep it at discounted (80£) but
as I have requested the footage, the PCN goes on hold and I will
be allowed to challenge it... I will post the footage once
received.
