I presume you mean the address to where you posted the
representation form that you received from the impound yard?
You've told us you sent the completed form via tracked mail.
Once again, when does the the tracking say your letter was
delivered? Print off a copy of the tracking from the Royal Mail
website. And post up the tracking on here.

We can now see that the OP posted his representation to the
Council's PO box 71575, postcode E6 9LY on the 21st Oct 2024.
This is evidenced by the posting receipt. And that the letter
was delivered on the 23rd October 2024 according to the Royal
Mail tracking
So I suggest that the OP now sends the letter I posted earlier,
unless anybody wants to revise or improve it.
The objective being to get an appeal form and verification code
from the Council so that an appeal can be registered with the
London Tribunals for PCN PN39936195 and the tow-away.
