       Good Morning all
       I have been trying to chase Havering Council for a while, sent
       multiple emails to them and finally got a reply back yesterday
       from a message which I sent back in March.
       This is the reply which I received via email

       Furthermore I have been calling the TEC line and the debt is
       still not registered.
       Any suggestions would be greatful

       What a load of b*****. Quasi-judicial process indeed. It's a
       statutory process as created by Parliament. And the London
       Councils have nothing to do with the process.
       Anyway you have to wait until the eejits register the debt with
       the TEC and an Order for Recovery (of unpaid penalty charge) is
       authorised. That will increase the amount outstanding by £10,
       the Court registration fee.
       You can then submit (file) the Witness Statement that will be
       attached to the OfR, or download the form

       />to the Traffic Enforcement Centre (TEC) at Northampton County
       Court to the effect that you did not receive the Notice to
       Owner. Counter-intuitively for the purposes of such forms you
       are the Respondent and the Council is the Applicant.
       The TEC will issue an Order revoking the OfR and cancelling the
       Charge Cert. The Council will have to re-serve the NTO in order
       to continue enforcement.
       You can then challenge the replacement NTO in the normal manner,
       if indeed the Council are incompetent enough to serve one, on
       the grounds that the replacement NTO is served out of time and a
       procedural impropriety has occurred and probably other reasons.
       If they reject then you can appeal to the Independent
       Adjudicator where you will prevail.

       Hi all,
       I hope everyone's well. My message was to
       [member=3436]Saj_87[/member] how did it all go, was the ticket
       dismissed. I have seen someone get their ticket cancelled on
       Facebook but just thought id ask.
       I got this last friday and just submitted an appeal. I parked in
       a residential street and the back of my bumper was just near the
       slope bit but the actually bit where the kerb comes to the
       carriageway level was completely clear.
       it feels like a resident tried their luck seeing a traffic
       warden going past and getting my car ticketed. its not somewhere
       I often park and just really annoying. I read the relevant
       legislation and can see that where the kerb is at carriageway
       level and a vehicle blocks it that that would result in a
       ticket.
       good to know how other users have had their appeals and
       challenges go.

       So,to give you an update I heard nothing back from the council
       until 4 days ago. They sent me a letter out with debit recovery
       after 2 years! So I still need some advice

       So to recap, you didn't get a notice to owner?
       If so you can now file the witness statement saying you didn't
       get it.
       You can do it with this online TE9 form and email it to TEC.
