Considering that a shop doesn’t have to sell you anything, and
that displaying an item for sale is an invitation for a customer
to offer to buy it and not an offer to sell it, doing so may
well amount to theft.

The same should happen with paying for parking. For example
there's a car park at a tourist attraction in Hounslow where if
you can't for any reason use their app to pay the nearest place
you can use cash to pay is a 20 minute walk away.
