I don't charge any fees unless you're a company with a fleet of
vehicles and want to send me dozens of PCNs a day.

Bristol decided to really fight this to the hilt, so I responded
in kind with a 13 page skeleton and an 103 page bundle of
authorities, and after all that they changed their mind, outcome
here
