       That's because it's only after the NIP has arrived that it
       becomes important. There's no reason otherwise to make a mental
       note of where drivers were changed. It's also only after the NIP
       arrives that a legal requirement to exercise "diligence" to find
       out who was driving begins (see Atkinson vs DPP):
