       PCN for late renewal of permit - Kensington & Chelsea

       Hope is well guys!
       I had appealed this PCN on the basis of medical issues and not
       being able to remember to renew a PCN 6 months after it was
       issued. I had explained reasons of my medical issues and that I
       had not received a reminder to re-new it but they have denied my
       appeal.
       I wanted some ideas on how to reply to there decision if
       possible!

       It's not clear from the attached documents whether your reps and
       their reply is for the PCN or the subsequent Notice to Owner.
       Are you the owner with your name and address on the V5C
       Registration Certificate for the vehicle ?
       It would be best if you re-posted the documents in full, with
       headings and signatures.
       If you are the owner, then you must wait for the Notice to
       Owner, and present your representations again. I see that they
       state they have cancelled a PCN before under similar
       circumstances, so are obviously not minded to cancel again.

       What happened to the original PCN ? We need to see all sides of
       this to check for fatal errors. All you've shown us is the
       council online record of the PCN.

       Thanks. It seems OK, and sorry to ask for the fag of having to
       post it, but forum experience is that fatal errors can be found
       in PCNs that make them void.

       Which I have seen from past experience. Is there any specific
       reply I should be sending to them?

       If you want to take the matter all the way, ending up at
       adjudication, you now have to wait for the Notice to Owner, and
       then send in the representations again. It is this, or pay the
       discount that they have re-offered in their reply.

       I won't be paying them nowt, I already pay for my permit and
       have always done so. I will await the NTO. I thought I was able
       to reply to the rejection they sent me now.
