As a useful bit of info, historically POPLA codes have worked
for 33 (I think, b789 can confirm) days, rather than the 28
stated, which can be useful if one finds oneself running out of
       time.
That said, I always advise people to use those extra days as a
last resort, as there's no guarantee that the codes will always
       work like that in future!
Once the appeal is submitted, the operator will have the
opportunity to respond. Come back here for advice, sharing their
evidence pack, as soon as possible after they do, as you will
have only 7 days to compile a response.

Like the HMCTS, POPLA allow 5 days for service of the appeal
rejection. Hence, the 28 days doesn't commence until 5 days
       after the issue date. 28 + 5 = 33 days.

       Surely the CoP is clear:
When issuing a parking charge notice you may use photographs as
evidence that a vehicle was parked in an unauthorised way. The
photographs must refer to and confirm the incident which you
claim was unauthorised. A date and time stamp should be included
       on the photograph......
Why try and bring the creditor back into the game by putting
them to strict proof that the breach occurred? As it is, the
creditor has failed to comply based solely upon what's known,
       surely.
The creditor has chosen to include photos.
These neither give a date nor time and do not evidence that the
vehicle was parked in an unauthorised way.
IMO, it doesn't matter whether they have other evidence ('other
evidence may be viewed online') because they've blown it as
       regards the CoP.

There was no decision. The operator had no chance and withdrew.
