Thank you again. Naturally, I have tried to make contact with my
Local Authority, but, not unlike most, there doesn't appear to
be anyone working for them that is willing to correspond with
the public! I could write, yes, or complete a FOI request, but
would rather avoid this if simpler routes exit. I have also
tried Google!

The A20 Lewisham Way is under he control of TfL. Many TfL roads
in London are subject to 20mph limits and I believe the limit in
this particular location was introduced in November last year.
Of course you have every right to check the TRO but I would be
very surprised if the limit was not legally imposed. Have you
any reason to believe it was not?
Don't forget that whatever enquiries you decide to make and
whatever the results, you must respond to the request for
driver's details within the time allowed. Failure to do so will
see you commit a separate offence which carries six points.
