Frankly, that isn't the issue right now. I notice that the
letter is dated 18 July. A response is required within 28 days
which is just a couple of days' time - read the bit in bold just
under where it says Request for Driver Information. Your brother
needs to reply right now. Doesn't matter if the evidence doesn't
stack up (which is unlikely), as not responding will result in a
much worse penalty.

No one but you should be using the logon sent to you from the
police to view the images. However if the camera is a HADECS3
(as it is the M6), it won't be possible to calculate the speed
from the images.
