PCN wrong number plate on ticket Rushcliffe Borough council,

New to the forum/group so hopefully posting this correctly.
Some advice please. My mum who is visiting me parked in a free
car park in my town in a disabled space but forgot to display
her badges correctly. When she returned to the car there was a
ticket on the windscreen. She was prepared to pay it as she said
she wasn't thinking straight but when I looked at the ticket I
realised that the number plate on the ticket is wrong and a
digit is different to her registration. It's free council car
park up to 12 hours but it's because she parked in disable spot
without her badges properly in view. Can she appeal it. She
realises her mistake. Thanks
Council is Rushcliffe Borough in Nottinghamshire.

For convenience:

Wrong registration is fatal to PCN (Council cannot re-issue).
According to
HTML https://www.check-mot.service.gov.uk/
it looks as if there is no vehicle associated with the reg.mark
on the PCN.
So, you need do nothing or, if you are feeling kind, you can
post anonymously a copy of the PCN to the Council with an
anonymous note saying you found theis PCN on your vehicle but it
is not your registration mark.
What you must do is keep the original PCN very safe in case
down the line some muppet at the Council (could be months or
years) decides to re-ssue with the correct reg. when the
original would be your 'get out of jail free' card.

That registration number does not exist, so as long as you do
not contact them I fail to see how they are going to be able to
send an NTO.

There may be a photo with the VRM, so they might try to
'correct' their mistake when computer says no at NtO stage.

Notice to owner
20.—(1) Where—
(a)a penalty charge notice has been given with respect to a
vehicle under regulation 9, and
(b)the period of 28 days specified in the penalty charge notice
as the period within which the penalty charge is to be paid has
expired without that charge being paid,
the enforcement authority concerned may serve a notice (a
“notice to owner”) on the person who appears to it to have been
the owner of the vehicle when the alleged contravention
occurred.
So, the NTO must be in respect of a specified PCN and a PCN must
carry a VRM. Any NTO issued in respect of this PCN number but in
respect of a different VRM would a procedural impropriety at
best and IMO a guaranteed costs award in the owner's favour
should matters progress.
OP, what exactly is this discrepancy?
