London Councils who do not reoffer the discount in the formal
Notice of Rejection

I thought it useful to compile a list of those councils who
demand the full payment in their Notices of Rejection which
situation, of course, is then a no brainer to go to the
Tribunal.
First infamous one is: London Borough of Hammersmith and Fulham.
Code 34j. Bus lane enforcement.
When a comprehensive list is achieved, I will send one of my
special missives to London Councils (and each individual
council) in terms of The Nolan Principles.
As ever, thanks in advance for your assistance. If you do know
of any, please also cite the relevant legislation.

Do we have evidence that LBHF do this evening if representations
are made within 14 days of the date of issue of the PCN?

Havering must be the key authority for this currently as their
PCNs now state no reoffer of discount on challenge (at least in
the windscreen one posted the other day).
That they also don't appear to be putting pictures/videos online
(at least before challenge) goes against fairness principle IMO.

The issue is the EN. If they reject, it's the full amount in
play. 20th August is the hearing.

What's the date of issue of the EN and the date the
representations were received by the authority?

EN issue: 21/06/24
Formal reps. made 23/06/24
NOR: 17/07/24
Original notice of decline states that the discount will not be
repeated. 15/05/24
BTW: they have not included the EN in their pack. And they have
messed up the numbers.
