The rejection does not address your challenge at all.
I would go on with this by waiting for the notice to owner* but
wait for others to look as I've been out of circulation for a
while. The more I look at that sign the worse it gets but Newham
is a most intractable council.
It is a lower level penalty so the amount at stake is £40/80 not
£65/130.
*Are you the registered keeper and is the V5C up to date.

Thank you for your response. Yes I am the registered owner and
V5 is up to date

I'd be happy to draft formal reps should you want to continue.
Hopefully someone else will chip in on the wisdom of continuing
but frankly they do not deserve their £40 after that fob off
letter.
