       Car crashed into a parked vehicle, failed to report to insurance

       Last week, my friend parked his car on the road outside my
       house, there is no parking restrictions like yellow lines, etc.
       The neighbour opposite of my house crashed his car while
       reversing from his driveway into my friend's car causing some
       damage. Both cars have damage
       We were out at that time but my partner witnessed it.
       That man put wrong door number "6" instead of "9" and gave a
       false mobile number. My friend tried to call him but no answer.
       That car has no valid MoT for a month and he is still driving
       without an MoT, the police has been reported.
       My friend has claimed on his insurance but the 3rd party did not
       report the accident to insurance.
       As my friend's car is on lease and the lease company refused to
       provide hire vehicle as they are awaiting for confirmation from
       the 3rd party.
       He is now without any car as the car is taken away for repairs.
       Is there anything he can do, we are surprised the 3rd party has
       not been stopped by Police for no MoT yet.

       They can speak to their insurer. They could use an accident
       management company who may provide a credit hire vehicle (read
       the agreement carefully).
       They could hire a vehicle and attempt to recover the cost from
       the other vehicle.
