Yes. You need to submit a separate representation for each of
the PCNs, but cross reference all of the other PCNs. This is to
preserve your right to appeal to the Adjudicator if they decide
not to cancel any of the PCNs, or fail to respond.
You haven't yet expanded the list of PCNs to include the five
new ones.
Are you 100% certain that this is a case of cloned reg plates as
opposed to plate misreads. I find it a bit odd that all your
PCNs are from Haringey.
I still don't understand why you believe this started in March?
Do you mean May, the 18/05/2024 notice for HMP Thameside?

It may be worth highlighting and describing the differences.
Make it as easy as possible for them to see it is a different
vehicle.
Only you have seen the photos. Is it definitely a clone rather
than a misread.
It may be worth considering asking DVLA for a replacement reg.

I had a similar issue in that borough. Good news though, my PCNs
were cancelled based on the advice i got here. I can see you are
using the same template and strategy. Good luck.

OP, IMO your situation is not standard. You need to engage with
the authority(ies) ASP.
Give them what you've got. Don't second-guess what they might
also want and delay making contact while you look for it. Engage
and explain. Say that you anticipate that they might want
further evidence in which case would they please let you know
and place final determination of your reps on hold until they're
satisfied.

I've taken the advice of H C Anderson, and gone ahead and
appealed 12 PCNs, talk about time consuming! And the appeal site
doesn't allow autofill (at least not on my browser), so it was
looong!

Hopefully this document highlights enough differences. I used
the two most clearest photos of the cloned car I could find from
the PCN.
