       PCN from Westminster council ticket on restricted street. No
       road markings.Wrong postcode?

       Hi,need some help with this situation..
       We have recently received a windscreen ticket on 15/06/2024
       around 21:40pm for a CODE 02 - parked or loading/unloading in a
       restricted street where waiting and loading/unloading
       restrictions are in force.
       However..
       1. The online postcode for Clifford st (Westminster) is W1S 2LG.
       The street address on the tickets says Clifford st (E1). If this
       is the case then this ticket is incorrect.
       2. Clifford st ( Westminster) is a one way street. There are no
       visible signs for a driver approaching the street at night from
       one of the side entrances to the one way street.
       3.There are no yellow line road markings on this street or
       nearby UNLOADING/RESTRICTED signs until you exit the vehicle. On
       foot you have to be very observant as they are at the end of the
       street and very confusing.
       4. The vehicle is also parked outside of the timezones of the
       parking time posts.
       5. This ticket was appealed within the 14 days- online and a
       rejection reply was sent to email. The COUNCIL did not state the
       postcode error on the issued windscreen ticket.
       6. We have just received the rejection letter and 14 days to pay
       discounted amount.

       Is there an admin error here on the ticket, and can this ticket
       be fought effectively?

       You've fallen foul of a Restricted Parking Zone, which being a
       zone covers several streets with signs at the entrances to the
       zone.  Good councils also put in repeater signs, but they are
       not obligatory.
       I've searched around, but can't seem to find what zone Clifford
       St is in, but it's very close to New Bond St, where an RPZ was
       introduced in 2018. AN RPZ differs from a CPZ in not requiring
       any yellow lines, basically, one can only park in marked bays,
       with no parking anywhere else.
       I found this RPZ sign on Bruton St, but about 15 yards further
       on, there is a CPZ sign, so it looks as if Westminster have done
       the usual council cock-up with signs. HOwever, you can only turn
       right here into New Bond St

       So as New Bond St is one-way only, thus making you drive into
       CLifford St, it looks as if CLifford St is part of the RPZ.
       In truth, the only way will be to look at the Traffic Order for
       this RPZ. As far as I can see, the post code issue won't get the
       PCN cancelled, but lack of signs might.
       So how did you get to where you parked in Clifford St ? From the
       road layout and one-way arrangements ?  It must surely have been
       via New Bond St, and thus you would have passed an RPZ sign.

       might be arguable but we need to carry out some basic checks
       first, we can't do that if we have nothing to work with.

       You'll see CLifford St is within it but only up to Cork St, but
       I suspect later on it was extended its full length. So the
       latest TRO for the scheme needs looking at.
