       All you can do at this stage is submit reps on the basis that
       the signs got missed as your father was unfamiliar with the
       area. You should get the discount re-offered as a minimum.
       There may be a technical defence, but I'm not familiar with
       these for London bus lane PCNs.

       No, drivers are expected to be fully aware of what is around
       them including observing road signs regardless of age.
