In June 2023 there were a total of 41.2 million vehicles on the
road.

Even allowing for the same vehicles receiving multiple tickets,
30 million requests seems awfully high.

Then every one of them will be in vain. As far as I know, the
DVLA does not hold details of vehicle owners.

registered keepers and owners!

Over what time? 30 million a year or a week is a lot, 30 million
ever, maybe not that surprising.
