The conditions of the offer as laid down in the legislation are
that you must make the necessary payment and that you must
fulfil the requirement to provide identity details. If you were
made aware of those conditions it doesn't really matter how the
pages are numbered. Were those conditions made clear to you?

You don't have to accept anything. It is an offer which you are
free to refuse, ignore or fail to comply with. If you do any of
those, as I suggested earlier, the police will prosecute you. If
I were you I would get a shift on. Now that your threads have
been merged I can see that the offence took place close on five
months ago. If you don't complete the process asap the police
will withdraw the offer and prosecute you anyway.

I'm surprised you were not charged with "Failing to provide
driver's details."

Surely the police can't withdraw a CoFP and prosecute the OP
within the 28 day period where court action is suspended?

No they can't.
But we don't know when the offer was made. The offence must have
been before June 13h and we heard nothing between then and
November 13th. The offence times out in early December and the
police do no usually make an offer of a FP much more than four
months from the date of he offence. It would be a reasonable
guess that the offer was made well before the end of October.

The police cannot lawfully instigate proceedings for the
speeding offence during the suspended enforcement period. A
prosecution for the speeding offence would not be my obvious
concern.
