Ok, so Incandescent's suggest reply looks in order. The tribunal
decision you transcribed refers to 13/05/24 whereas the PCN is
30/05 - probably a transcription typo, but worth a double
check...

Looks like somebody has been smoking something they shouldn't in
Manchester Council parking enforcement department.
As this is a Charge Certificate, there is no appeal option, but
you can still write to tell them the case was decided months ago
at the Traffic Penalty Tribunal, and include a copy of the
adjudication.

Thanks for the recommendation. I did venture in on the qr code
and it appears to have an appeal option available but not sure
if it support me in terms of uploading the tribunal documents. I
will do it via postal and send it to the return address printed,
