Ringgo issues led to PCN

There are issues with Ringgo, I reported them a week or so ago.
Basically I cannot extend sessions without losing the remaining
time on the session.
So I wait until expiry now before renewing. But today I had no
signal for about ten minutes and by the time I renewed it was
+12 minutes and I got a PCN in that time.
Is there any scope for an appeal here?
I also note that there was no observation time, it is 0 minutes,
is there meant to be?
What happens to the payment that I subsequently made? I made it
in good faith but received no benefit from it.
I've tried to upload the ticket, but I get an error message.

Not sure why, but I cannot get the image insertion to work. Here
are front and back, though. I have deleted the reg. no and
model, because reasons, but if there is a massively good reason
why I should reveal them I will do so.

I still cannot get them to show, but those are the codes.
I am not in a position to re-edit the original photos, but if my
reg no and the PCN no are relevant I will do so at a later date.
There remain however good reasons why I would particularly
prefer not to reveal my reg no. Less so the PCN number.

OP, will you pl start at the beginning.
I suggest..
I regularly park at this location/use the council's paybyphone
facility. Within the last ** weeks I have had difficulty
extending current parking sessions and have had to wait until
their expiry. I contacted the council/RingGo in this regard on
**, see attached.
On Fri. 7 June I parked at the location and bought ** hours'
parking, expiry time ***. At *** I tried to extend this until
***, however the app/site would not allow me to do so. I managed
to pay for a new parking period commencing at ** by which time
the PCN had been issued.
OP, issues for me:
Does this location allow parking periods to be extended or are
they limited in any way;
GSV shows a simple payment bay without a 'no return within X
hours' restriction. Pl confirm.
If parking periods cannot be extended but there isn't a 'no
return within' restriction this could account for the
circumstances you've set out.
At what time did the paid-for time referred to in the PCN
expire?
At what time did your next session commence and when and how did
you purchase this?
The time of contravention is 15.40.
And who is the vehicle's registered keeper and are their DVLA
details current?

May we see what you wrote please.
As far as the CEO was concerned they saw a car after the expiry
of paid for time and probably waited until the 10-minute 'grace'
period elapsed before issuing the PCN. Obs time is not a
required component of a PCN, however it would be normal practice
for a CEO to observe a vehicle in such situations to eliminate
the possible exemptions of the driver being away from their
vehicle but at a payment machine/loading etc.
As far as the council are concerned they have a car with expired
parking rights being in contravention for 12 minutes before a
PCN was issued. They do not know that you bought a new session
at 15.46 and being cynical would put this down to the driver
finding a PCN and then trying to repair the damage.
As I understand it, you get one hit with this council at
convincing them to cancel the PCN with the discount preserved.
IMO, this would require you to show at least that you tried to
extend prior to 15.28 and to explain why you did not do so
within the 10-minute grace period but only after the
contravention.
I suggest you test your proof here for comment.
The 14-day risk-free discount period ends on 21 June(because
'within 14 days means 14 days after 7th) but I suggest you don't
test them on this point because they're just as likely to think
that it means 14 days beginning on 7th, so I would target 20th
for the latest date for submission of your challenge.
