Waltham Forest - 50R performing a prohibited turn (no right

My wife, in her haste to get my child to school did a prohibited
right turn thinking it was only the next right turn that was not
allowed. It was a pretty gloomy day and there was a burst
watermain that day. She genuinely thought that turn was allowed,
despite the clear sign to say it wasn't. I am not sure if there
is any case to be had. I remember years ago I did something
similar and was let off on a technicality as the PCN dates were
slightly incorrect. Hoping for a miracle!

I have to say I can't see much to go on at the moment, the PCN
is timed at 08.44, so right in the middle of the NRT period. Can
you please explain the relevance of the burst watermain.

No relevance really tbh. It's what caused a a lot of traffic as
there was flooding on the main road

The contravention seems made out, but often these things can be
overturned on a techicality like the camera not being approved.
However, nobody expert on this aspect has posted so far. Bad
time what with Whitsun half-term etc so people not being about.
What you could do is submit reps on the basis that you didn't
have time to read the closed hours as you passed the sign, there
being no advance warning of a timed restriction except the sign
itself.
