I received a penalty when parked on single yellow line on a bank
holiday when there was a time restriction. However in the
location there were no boxes or signs of restriction.

Fpr meaningful advice please to have a read of
  HTML https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/
and post here both sides of the unredacted PCN and a GSV link to
       the location.
Also any Council photos (probably won't be available intil
       tomorrow).
I suspect you were in some sort of CPZ.

According to the Newham CPZ map

So, you need to work out exactly where you crossed the zone
boundary, then we can start looking at signage issues.

[member=1]cp8759[/member] I am sorry for being so thick, but not
       sure I understand.
The street has a timing of Mon-sat 8-6.30pm.
However as yesterday was a bank holiday I assumed the
restrictions wont apply. I have the same time restrictions on my
residential street, and we are able to park on the single yellow
line on bank holidays where no bays are marked.

Unfortunately, unless a sign says "Bank Holidays excepted" on
it, the restriction applies. Councils can decide not to enforce
on Bank Holidays, and give their CEOs a day off, but this is
totally different. Sometimes they will state this on their
website, but they don't have to.

[member=1]cp8759[/member] I live in newham and our street has
the same restrictions, and we have had visitors park on the
single yellow line, and the enforcement officer did not issue a
PCN as it was a bank holiday, so I assumed it was the same rule
       across newham.
But if the rule is restrictions apply on bank holidays and it is
down to the council this was an error on my part and I am happy
       to pay.

How about we get the PCN cancelled and you give the money to
charity insead? However that requires some cooperation on your
part, the first step would be for you to look at the map I
posted above and then for you to tell us exactly what route you
       took into the zone.
