Sorry I was speaking on behalf of my neighbour. Spoke to him
just now and he is refusing to pay and wants to take this to
adjudicators (Although did warn him there is no guarantee he
will win may end up having to pay more than the discounted
amount!).

Assisted boarding and alighting is allowed on double yellow
lines. Don’t need to display a blue badge.
The dropped kerb is irrelevant because they didn’t issue a code
27 PCN for the dropped kerb, they issued a 01 for the double
yellows.
Should be an easy win.

Hi all, just an update on this one. My neighbour had his hearing
and won. Think it was based on the observation time being only 3
minutes and not sufficient enough in this case.
My neighbour is grateful for everyone's help and advice to win
the case :)
