       One of the conditions to be able to hold the registered keeper
       liable for a charge is that the parking company do not know the
       name and address for service of the driver. If the registered
       keeper has provided the parking company with that information,
       they cannot use Schedule 4 of the Protection of Freedoms Act to
       recover the charge from the keeper.
       If they keep chasing the keeper, then he should re-iterate this
       point.
