My mum went visiting I dropped her off and then picked her up,
They don’t use visitors permit and don’t know anything about it
as they don’t get many visitors with car. And she went first
time after covid as she has difficulty going up the stairs as
the building does not have lifts.

But you've now said you've dropped her off, so it can't have
been the first time? It must have been at least the second time?
There's a 19 minute observation time, that time needs to be
justified in full.
How far was it from the front door to the car?

I dropped her off downstairs and the relatives took her up but I
picked her up so I had to park up and go up to the 3rd floor and
then get her ready and bring her down the stairs no lift it
takes time to get her ready

Dear London Borough of Tower Hamlets,
I would ask that the council consider cancelling the penalty
charge notice for the following reasons. I had dropped my mum
off to visit some relatives who live on the estate, who are
unfortunately unaware of the parking provisions as they don't
get many visitors who have a car. When it was time to pick her
up, I stopped briefly in the bay with my mum's blue badge
clearly displayed.
I had to go to the third floor to pick her up, as she has
mobility issues and would not have been able to make it down to
the car without assistance. I appreciate the observation time is
quite long, but taking an elderly person with mobility issues
down numerous flights of stairs is a time-consuming task as she
can only take so many steps before having to stop for a break.
My car was only stopped temporarily for as long as was necessary
for me to collect my mother, now that I am aware of the parking
restriction I will of course make sure to obtain a permit on
future occasions, but I would ask that on this one occasion you
please consider exercising your discretion to cancel the penalty
charge.

registration number if they don’t cancel and I have to appeal

OP, photo no.4, presumably taken by the CEO, shows what appears
to be your car outside a bay with the driver's door open!

I still think that 6(a)(iii) of the Order exempts a Blue Badge
vehicle regardless of the signage going into this car park.
a vehicle which is waiting in any pay and display or shared use
parking
place which is not suspended and with blue badge holder
availability
and displaying a valid blue badge and where required a parking
disc.
Not particlarly clear but it seems to offer an exemption.

Hi
Does anyone have any other suggestions on how I can appeal and
win this.
The photos does not show the car registration number isn’t it a
requirement that it has to be on the photos and the sign is
quite high maybe more then 7 feet. Don’t know if that is more
than the legal limit.
