The second photo seems to show she is pretty much totally over
the dropped kerb. It's difficult to be certain with little othe
reference.
The remaing photos look as though they are the sill area. A full
side on shot from across the road would have been helpful but
photos aren't a requirement anyway.
A bit of a clincher to me is to look at the sat photo on GSV.
The location of that manhole can be made out, it's just before
the dropped kerb
In this case the location argument would be very weak I think.
About a car length behind her is a sign saying Sherringham
place. A little in front Lindrick terrace, and at the bottom
another saying Sherringham.
She looks to be in time - just - to pay at the discount (Sun
24th, best not to leave it too close just in case of any issue).

To put the 'incorrect location' into perspective..
The prohibition is statutory unlike most issues we see here
which are related to council traffic orders which would need
exact locations or reference points. Given this and the fact
that the driver knew where they were then IMO an adjudicator
would be loathe to allow an appeal on the basis that there's
some ambiguity about whether the car was 6 inches into ** which
is an extension of ***.

You can't really miss any deadline with a roadside PCN:
virtually without exception councils reoffer the discount at the
notice to owner stage if a formal representation is made within
the first 14 days, so personally I'd never advise anyone to pay
anything at the informal stage.

already I'd recommend you wait for the notice to owner. One
thing to bear in mind for these provincial councils is that most
really struggle from a procedural standpoint, as they get so few
appeals that their processes are seldom tested.

And not just processes; they seem to have never read any of the
actual regulations at all ! Of course they continue to rake in
the money because so many people just cough up when their
informal reps are rejected, and never bother taking matters
forward.

I had passed on the above information so she might have already
paid. I have asked her. Just awaiting a response.
