My daughter in Law is the registered keeper, I am the owner of
the car, and my son who was visiting from Dubai was the driver
when he parked the car in Wish Street car park, Rye (which
apparently is notorious for glitches in the Ringo system)
I was in a separate car with my husband, but I paid for his
parking on Ringo and have a receipt.
Unfortunately, my daughter-in-law, who is the Jon from
registered keeper, had not changed her address on the V5, (she
has subsequently changed it ) so the first thing we received was
a £170 charge from DCBL. (Direct Collections Bailiffs Limited)
I emailed them, sending them a copy of the Ring-go receipt.
Apparently, it’s too late for us to appeal to Eurocar parks..
DCBL are phoning me, texting me, writing to my daughter-in-law,
emailing me, threatening court action, threatening credit rating
impact. I have complained to DCBL. I have phoned them. I have
tried to get in touch with Eurocar parks, but they will not deal
with me because the timescale is up for appeal. We feel totally
under siege and harassed, they are relentless and aggressive.
I guess the next stage is they will issue court summons.. I’ve
told them they’re wasting their time and mine because we have a
valid parking ticket receipt… we really don’t know where to go
from here. Can anyone give some advice?

Stop communicating, emailing, talking with DCBL. They have no
legal standing in this dispute and are only trying to intimidate
you into paying. Block their number and never talk to them.

Send a Subject Access Request to Euro Car Parks for all personal
information held on the registered keeper, which will include
       the original notice.
You (or the registered keeper) may well end up with a court
claim but if you want advice you need to show us everything
related to this, and you need to collect the evidence and
information that you need to be able to defend this properly.
If the registered keeper did not update the V5C then it’s an
offence, albeit rarely prosecuted, and parking companies are
entitled to rely on the information given to them when they
apply to the DVLA for the details of the registered keeper.
They will contend that the driver of the car entered into a
contract by reading the signs and by parking, and under the
contract agreed to pay something like £100 if the driver did not
comply with the other terms of the contract, so have now
invoiced the registered keeper for payment.
Also research impact on credit rating. The only way this will
happen is if you are taken to court, you are given a judgment
against you, and you fail to pay the amount due within 1 month
of the date of the judgment. Their use of the “CCJ” is designed
to frighten you into paying rather than contesting.

between ourselves and dcbl are you able to give me any guidance
on how I can do that, please?

so the first thing we received was a £170 charge from DCBL.
       (Direct Collections Bailiffs Limited)
I emailed them, sending them a copy of the Ring-go receipt.
Apparently, it’s too late for us
Sorry, but there's no 'we' or 'us' in this. There's the driver
and as an alternative there's the 'keeper'.
“keeper” means the person by whom the vehicle is kept at the
time the vehicle was parked, which in the case of a registered
vehicle is to be presumed, unless the contrary is proved, to be
       the registered keeper;
No procedural correspondence would have been addressed to you,
only the RK. I don't follow the D-i-L link if your son lives in
Dubai, indeed maybe there's an out here i.e. if their
serviceable address for correspondence is in Dubai then your
D-i-L might consider telling the creditor. Others may know
whether a 'serviceable address' presumes somewhere within the
       jurisdiction of the E&W courts.
In my opinion, the more you interject yourself in this(I can
understand your motivation) the more complicated it becomes.
They don't mind who pays and if they think they can intimidate
you into paying, despite you having no standing in this matter,
then they might continue their extra-procedural correspondence.
In my experience, if the parking session has been paid and can
be evidenced and if this is the breach of contract which is
alleged, then your D-i-L should let matters play out. It's
tiresome, but the initiative is with them(whoever the creditor
       is), not her.
But without sight of her correspondence, we're blind.
