Hi. Today i have received an other ticket, this time from
Dundee. I knew I had to pay for it, and was expecting the
letter. But I have received it today, and it says it has been
increased, so I have no idea why.
Is there any way to appeal this one?

The letter have arrived after nearly 2 months after me driving
       in the low emission zone.

They should have sent you a postal PCN. You seem to have missed
receiving this, so as time went on the period to respond to the
PCN expired, so they have served a Charge Certificate.
I suggest you get onto them straightaway, because it is my
understanding there is no facility to submit a witness statement
       in Scottish law, unlike England.

Thanks. All sorted, I’ve called them and told I haven’t received
the first PCN, and they have rested back to £30. They have
confirmed that the letter got lost in the post. I was a bit
       shocked to received £90 fine.
