Must say the headline is somewhat misleading when the opening
line is (my emphasis):

Seems a touch misleading to lump private parking operators in
there, as well as all the other requests that don't necessarily
relate to directly issuing a PCN like requests from enforcement
agents and bailiffs etc. (CDER Group and Bristow & Sutor were
responsible for 3 million requests in the 25/26 reporting year).
Also quite lazy when the KADOE Volumes

/>spreadsheets allow you to filter by the type of organisation
making the request. The total for "Local Authority or agents
acting on their behalf " and "Government" in that period was
23,081,363 requests.
