I was parked in bay unloading tools for a job in the hallway of
an adjacent property. Van side door was open. Almost immediately
saw a CEO behind the van in the road. I told him I was unloading
and he walked away. The next time I saw him he was putting the
ticket on the windshield.
I am in both his pics, and obviously unloading in his first pic,
but I may struggle to prove I was continuously unloading for the
intervening time.
I am a Lambeth resident in a different zone to the one I parked
in, hence the CEO issuing a code 19, instead of a code 12.
I know Hippocrates has a technical defence against Lambeth pcns,
and would appreciate if he would consider adding this one to his
ever growing list.
I was thinking about the signs on nearly all Lambeth parking
bays saying "Permit holders only" along with zone identifiers.

The parking sign says permit KR and KSR. We've seen Lambeth
issuing a lower level penalty code 19 before when it should be
12 or 16.
But loading is an exemption.
