That's a shame, i've already submitted the "Major Keying Error"
       appeal.

       Good find [member=7946]Jackisback123[/member], will be
interesting to see if they fix this issue with any new
contract/supplier, given this agreement has seemingly now ended.
OP - nothing stopping you refusing any £20 offer and challenging
the matter at POPLA with that argument, if you wish.

Thanks! And good point, I will see if I can get an update.
OP, if you do appeal to POPLA, I'd change the first line to
reflect that the contract was in force at all material times
(i.e. the date of the alleged contravention and the date of the
       issuing of the PCN).

You could now follow [member=103]DWMB2[/member]'s previous
advice, and ignore them from now on - if they don't want to let
you pay them £20 then it'll be their loss. Note as previously
said we can't guarantee it, but APCOA don't take people to court
in all our experience to date.
You are never under any obligation to identify the driver.

Or wait for them to reject your appeal, then try the argument
       about the contract at POPLA.

From the letter "If we do not receive the required
evidence/information within 14 days, we will have no choice but
to process your appeal based on the information that we
       currently hold."
So basically dont identify the driver and leave it with them to
decide to process the appeal based on info i've provided? not
sure why they'd need the driver info anyway since i've shown the
payment was made. They come back and reject, then go to POPLA?

They're on a fishing trip, hoping that you will fall for it and
       identify the driver.
When you don't, they'll reject your appeal but they would have
       done anyway.
