PCN issued in wrong name - how to reset?

Hello, first time poster here looking for help directed from
reddit where they advised me to seek advice here on how to reset
the below. I have during this time been in contact with
motability who have corrected my details with the DVLA.
I have a motability car, unbeknown to me as i do not receive the
log book, motibility registered the car with the DVLA using my
middle name.
Forward on a few months and i was caught in a yellow box
(London) after someone pulled in front of me leaving my rear end
marginally in the box.
When i received the PCN in My-middle-name + Surname, i tried to
contend the ticket but the council who issued the charge wouldnt
accept it because I am not the one who the charge was issued to
so they could not and would not speak to me to contend it.
There has never been any contact details provided to try and
speak to someone to resolve, and despite me trying to fill in
forms and use complaint procedures, the only replies i got were
that they could not speak to me.
The only option ever given was to pay, but by this time the fine
had escalated to way more than i can afford to pay.
Now (my middle name self) has a letter from Northampton Traffic
Enforcement Centre threatening to pay the fine or face
baillifs!?!?!?

Did the Council refuse to accept your reps in writing? If so,
please post the letter here. Only redact yr name & address -
leave all else in.

So this third party that they have written to in order to obtain
authorisation to discuss the PCN with you is you? :o

Unfortunately i do not have my initial complaint to them as it
was via their online ‘how was our service’ feedback system.
Below should be their initial reply to that, I have not replied
further because as mentioned before i do not have any contact
detail to reply to, nor where any ever given despite my protest
at the stressful situation and the fact i have issues.
