APPEAL REJECTED On-street PCN received parking without valid
P+D, ENFIELD, LONDON

Hi everyone !
I parked on Windmill Hill (enfield) at 09:22AM and there was no
visible signage indicating the area was a pay and display, I
suspected that it was so remained in my car and googled ways to
pay for my parking (This is all in my browser history).
It was not clear on google whether the area was a pay and
display, so l exited my car and went into the nearest shop
(Solange Salon) at 09:26 to ask whether the area was a pay and
display, the salon was literally opposite my car and i could see
my car out of the window
The salon it was pay and display and the receptionist went to
get me a piece of paper they keep with the parking info on so i
could pay. As she was getting it, a ticket officer arrived at my
car, I went outside to explain i was paying and the ticket
officer apologised as hadn't seen me in the salon but said once
the PCN is printed it can't be taken back, she advised to pay
for my parking (which i did) and appeal the PCN as I was in the
process of paying for my parking, she gave me her ticket officer
number.
I parked from 09:22-09:35AM which is 13 minutes.
I appealed the PCN with the above text and attached photo
evidence of my location and time spent there, browser history,
and picture of the street showing no signage and have had the
appeal rejected with the below response
My questions are as follows:
1. Is it worth letting this go to court?
2. How can one be expected to find the parking signage whilst
also NOT leaving their vehicle unattended?
Additionally, I was watching my car through the window the whole
time. I feel as though I was making reasonable efforts to pay
for my parking (and i DID pay for my parking after I was given
the correct signage.
3. If I do not pay and it goes to court, will I need to declare
this on my insurance? Will it impact my credit score or anything
else?

What are the PCN number and car VRM.

The PCN is served under civil law and therefore is
non-criminal, so you do not have to report it to your insurance
company. There is no possible impact on your credit score; CCJs
cannot be awarded in the applicable legislation, which was
carefully written many years ago to avoid this possibility.
