Hi everyone,
I have received a CCTV PCN from Harrow Council, Code 46 –
“Stopped where prohibited (on a red route or clearway)”.
The alleged contravention occurred on Alexandra Avenue, Rayners
Lane, HA2, on 2 September 2026 at around 17:28.
I had stopped very briefly near the marked parking bays because
I was trying to determine whether I could get into one of the
available spaces. I got out of the vehicle briefly to look at
the parking situation. At the time, there were vehicles moving
in/out of the bays, including a black car and a white car.
I then returned to the vehicle and, once the route into the
parking area was clear, moved the vehicle into a marked parking
bay.
I have now obtained the Harrow Council CCTV footage through
their parking portal. It shows me outside the vehicle looking
towards the parking area and then returning to the vehicle. I
also have my own dashcam footage.
I subsequently visited the location and recorded the road
layout. The double red lines appear to end immediately before
the marked parking bays and restart after the bays. The bays are
therefore clearly distinguishable from the Red Route section.
I appreciate that the Red Route restriction itself appears to be
valid, and I am not arguing simply that the red lines ending at
the bays makes the PCN invalid. My question is whether there is
any viable argument based on the circumstances, the very short
duration of the stop, the intention to enter the designated
parking bay, and the CCTV evidence.
I understand that briefly stopping on double red lines can still
constitute a contravention, even with hazard lights on, so I am
particularly interested in whether this is realistically a case
for discretion/cancellation, or whether there is another
legal/factual point I should consider before making
representations.
I would be grateful for any advice from members who have dealt
with Harrow's Rayners Lane Red Route / Code 46 PCNs,
particularly recent cases and whether Harrow has exercised
discretion in similar circumstances.
I can upload the PCN, Council CCTV screenshots/video and my
dashcam/location footage if helpful.

Its what I call a money-grubbing PCN that has nothing to
contribute to traffic managment. However, what reps you can
submit I am struggling with. The answer may lie in Harrow
mismanagement of the enforcement process such as to commit a
procedural impropriety, one of the Statutory Grounds for an
appeal to succeed. So wait a while to see what the others say,
but don't miss the 28 day deadline to pay or submit
representations.

OP, Rayner's Lane is not mentioned on the PCN. Not being local,
I'm struggling to decipher the meaning of the location.
There's no red route signage on the PCN or video as far as I can
see.
GSV looks to be pre-red route, you'll need to post your info I
think.

This may be up to interpretation but IMO those parking spaces
are not part of the red route and do not have red route signage.
This then means that the DRL will need signage accompanying them
which I don’t seem to see, for it to be enforced by CCTV. Could
you make another video if possible showing the surrounding DRL
and if there is any signage that says “No stopping at any time”
near them.

I am thinking that with the sign not having "Red Route" on it
and no signs near the DRLs, their service of a PCN is ultra
vires, as both red lines and sign is required for CCTV
enforcement. Of course they can enforce via CEOs at the
roadside.

Best argument to go with probably, but will have to be tested at
Tribunal.

I am sure there were no signs indicating that stopping is
prohibited at all times. I am currently in a dilemma regarding
whether I should appeal, as I risk losing the opportunity to pay
the discounted penalty charge notice if the appeal is rejected.
