area markings

I would be grateful for views on whether this is worth pursuing
to the Notice to Owner/formal representations stage.
The PCN was issued by Lewisham Council on 14 August 2026 at
Clarendon Rise Car Park for contravention 81A: "Parked in a
restricted area in an off-street car park or housing estate."
I parked in an area between marked parking bays. At the time, I
did not appreciate that the area was intended to be restricted.
My concern is that the yellow diagonal markings were extremely
faded, patchy and incomplete, and the area visually looked like
a vehicle-sized space between ordinary parking bays.
I made an informal challenge on the basis that the restriction
was not adequately conveyed. Lewisham rejected it, saying that
vehicles are only allowed to park wholly within a marked bay.
I no longer have the original paper PCN, but I have attached the
council's online PCN details page confirming the PCN number,
vehicle, date/time and location.

and a photograph showing the faded yellow markings after the car

I have emailed Lewisham's Traffic Orders team asking for the
Traffic Management Order governing Clarendon Rise Car Park,
including the principal order, amendments, schedules and plans,
quoting PTO-1065. I have not yet had a reply.
The discounted payment is £80 and the discount expires on 28
September 2026. If I continue to the Notice to Owner stage, I
understand I may ultimately be risking the full £160.
My main question is whether the condition and visibility of the
markings give me a reasonable argument that the alleged
restricted area was not adequately indicated, despite the
general car park sign stating that vehicles should be parked
within marked bays.
I would particularly appreciate views on:
whether code 81A is correctly used here
whether the faded yellow hatching/signage point is strong enough
to pursue
whether Lewisham's rejection properly addresses the issue I
raised
whether the relevant Off-Street Parking Places Order is likely
to be important
