       I stopped half in a bay, half on a double yellow as I needed to
       pick up something from a shop and there were no bays. My engine
       was running, hazards on and my friend was sat in the car.
       When I got back, he was sat in the driver seat ready to move off
       with a warden standing on the pavement next to the car.
       I asked my friend what happened while I was gone and he said the
       warden came up to the car, didn’t say anything and so my friend
       said he would move the car and got ready to drive off, warden
       didn't really respond. By then I was coming back so he just
       waited for me to get back to the car.
       I said “hi is everything okay” to the warden and he just ignored
       me. Put my stuff away, set my nav and drove off soon after.
       Now have received a PCN in the post saying he attempted to affix
       to the vehicle but was prevented from doing so etc (pic of
       letter attached)
       I understand you can’t park on a double yellow at any time but
       he could have just told my friend to drive off rather than
       ignoring or being sneaky and waiting for us to leave to then
       send a postal PCN.
       The pics taken as evidence show 1) the car parked and 2) the
       same spot without the car (and taken from the opposite side so
       you can’t even tell it’s the same location.
       There is also a zero minute observation on the letter, although
       he must have been standing there for a few minutes before
       logging the contravention. I can’t see timestamps on the photos
       but I’m sure there is a big gap taken between the photo of my
       car being there and it being gone – showing he had adequate time
       to try and affix a ticket or hand to me or my friend.
       He didn’t respond to us, or try to give either of us the ticket
       or put it on the car. I’m pretty sure this won’t stand but I
       would like to check what is the most important thing when making
       the appeal?
       Is it him ignoring my and my friend and just standing there? The
       amount of time he was stood there and didn’t attempt to give a
       ticket? Or anything else I have missed...
       Would appreciate any help on this.

       Well, normally parking as you did would have got you a PCN, no
       ifs or buts, but you're now in with a chance, because it seems
       the CEO had plenty of opportunity to serve a PCN. T his
       therefore makes the postal PCN challengeable. However, the
       council will reject whatever you submit, you must be prepared to
       forego the discount option and take them to adjudication at
       London Tribunals.
