So essentially, you chanced your arm and lost. Is that a correct
summation of the situation ?

You can say so, i was only meant to be there for very short time
but ended up staying longer. Any help would be greatly
appreciated.

I cannot see anything other than a challenge apologising for the
contravention, wasn't intended, some idea of the reason why and
request for discretion.

Even staying a short time is risking it, sorry to have to say
it, because such are the vast sums gained from PCN penalties in
London, councils flood the streets with CEOs to gather in the
money.
The only thing that might win is an argument based on
mismanagement of the enforcement process. Hippocrates is our
expert on this one, and appeals usually relies on the statutory
grounds of "procedural impropriety", in the Traffic Management
Act 2004

Ask for discretion. But check their website in case there are
any errors there first.
