PCN - Single Yellow - Chiswick High Road

Hello, Unfortunately I incurred this PCN. Before I pay this
supposed discounted rate, anyone care to look if there is
anything that I can appeal with?
Basically, unfamiliar to the area, seeing the single yellow line
start after a double, I thought it's ok and stopped, entered the
store right in front. I wasn't sure how long it would take so I
asked for where's best to park, we were literally looking at my
car in front of the counter as she was pointing then the warden
walks to the car and places a PCN. I had zero chance to move.
Really harsh in my opinion and inconsiderate behaviour. I said
to the guy you could have at least gave me a chance to step out
and move, but his reply was along the lines of not caring and he
doesn't have to wait... After placing the PCN, he began taking
the pictures which I presume was to avoid getting close.
See street view below, there is a sign there which in an effort
to not hang around I missed it, the change from double to single
yellow really made me think it's reasonable to stop briefly.

I tried to login to get pictures via the website yesterday and
I've checked today, but it's giving me this error.

Bumping as was posted in wrong place.
I am still unable to view the images on their website. Is there
any grounds for this? tried on edge too.

Well, if you don't bother to look at the sign, then you'll get a
PCN, sorry to have to say it. London councils are getting over
£650 million a year from penalties, so can afford to flood the
streets with an army of CEOs :-

and you can see why this draconian restriction applies along a
row of shops with their owners trying to make a living because
the road has had its width reduced by a third to put the bike
lane in : -

So are we because we need the PCN number and VRM pl.
They re-offer the discount if reps are made within 14 days
beginning on date of contravention, so as you're in time
(contravention 14/9) I would make informal reps.
Just to test their mettle you might consider.....
I note that the council's published policy is that:
There is no such thing as ‘only stopping for a minute’ where
parking controls apply eg on yellow lines or in parking bays or
on the footway, and we will not cancel a PCN on the basis that
you weren’t going to be long.
My PCN states: Observed from 17.01 to 17.01 and time of
contravention 17.01.
These times show clearly that the CEO did not consider the legal
exemptions to the waiting restriction, in particular assisted
alighting. Their approach misinterprets the council's policy
which relates to how representations would be dealt with in the
specified situation and does not give carte blanche to CEOs to
issue PCNs instantly simply because a car is stationary in a
restricted length of street: the legal exemptions apply and
should be tested against the circumstances before any conclusion
is reached as to whether a penalty may be demanded.
In these circumstances, the penalty exceeds the amount
applicable in the circumstances of the case and therefore the
PCN must be cancelled
