       Waltham Forest - PCN challenge rejected by the council

       Hi my challenge to PCN has been rejected.  I sent a challenge
       based on confusion caused  by the various non legal grounds on
       the waltham forest website as well as the multitude of signs
       which are confusing to the driver as well as the sign on the
       right missing.
       I need to lodge an appeal to the tribunal and would appreciate
       some guidance.

       We can't view the video because you've blanked out the reg
       number and PCN number. All you need to blank out is name and
       address. These are civil penalties with vehicle owner
       responsible for paying or appealing, not the driver.
       So either give us the two items  or post the video yourself.
       It'll be on their website. GSV is not up-to-date unfortunately.

       OK, I've looked at the video, which shows your car driving past
       the sign without any hesitation at all.  As you say, there are
       only two signs and the one that is there is mounted excessively
       high, but their camera doesn't really show how high it is in
       comparison to the others. It would assist your case if you
       decide to take them to London Tribunals if you show a photo
       taken from the driver's viewpoint, because GSV is out-of-date,
       so we can't use an extract from that. It is commonplace for
       adjudicators to use GSV so a photo would assist them.
       There is the aspect of their website, but Hippocrates is better
       than me on this aspect so wait a bit for his input.

       Thank you very much. I reached out to Hippocrates via Whatsapp
       but he is tied up with other things at the moment.

       OK. So if you can get a photo of the sign as seen by a motorist,
       it coud be of benefit if you decide to take them all the way.

       Can I check a few basics pl.
       Are you the registered keeper and was the PCN addressed to you?
       Is the NOR similarly addressed?
       Pl post your actual reps.
       If these refer to aspects of their website then the burden lies
       with you to prove, so where's this objective evidence pl?.
       The penalty is already at the full amount, therefore you lose
       nothing by registering an appeal. You do not need to make it in
       detail at this stage, but if you are intending to introduce new
       grounds in addition to those already raised in your reps then I
       suggest you put them here for comment first.
       Latest date of 28-day period is 22 Sept.
