Dear Sir/Madam,
I am writing to make informal representations against the above
Penalty Charge Notice.
I parked in this bay and I did not see anything in the vicinity
of the parking bay itself indicating that a no waiting
restriction applied during the evening/overnight period. I
assumed it would not cause any violation as it was after 8pm. If
I had noticed anything that suggested that, I would have moved
the vehicle elsewhere. I am so sorry to have missed whatever
signs were there and will not be parking there after 8pm again.
I would be grateful if the Council could review this and allow
the ticket to be waived on the back of this being an unexpected
error.

The PCN looks to be compliant.
Your reps are general enough not to create any suspicion and if
sent soon would be within the 14-day period.
I'd go with them.
