Good evening lovely peeps.
Received a parking Charge NTK-Driver stopped or waited in a
restricted area. The driver was picking up a minor from the
flat, was clocked for being parked for just over 20 mins. This
is an estate road, funny as the cameras in the estate have been
out of use for long time due to a tower block being demolished.
The NTK was posted on 11/08/26. I will scan it tomorrow and try
and upload the ntk. Meantime, are these another bogus company?

The photographs provided are not timed and show the vehicle in
different positions. This seem to indicate that they have been
taken by manual camera. Under normal circumstances yellow lines
on the highway allow a vehicle to park for loading and unloading
with exceptions. On private land they have no legal meaning but
come under the T&C that the driver agrees to. Do you have any
photographs of the signs at the location and where they are
dining relation to the vehicle. The vague reason for issuing the
PCN should be absolute they use the either or I wonder if this
would have any impact.

This sign shows the anomaly of placing yellow lines and to an
extent red lines. No stopping does that mean you can’t stop in
the event of someone stopping in front of you. Or someone
crossing the road with a pram etc. Generally yellow lines pained
mean that you can stop on them. Will the 20 minute wait be valid
you can try to see what th the outcome will be.

Thanks Sander, other issue I have, is this not part of the
highway or Council as I am sure the road markings would be their
responsibility? I will wait for some further guidance from other

That is my point the sign does not mention anything about yellow
lines. So how can they conclude it is a restricted area. They
are trying to turn lines painted by the highway authority on the
public roads into some pseudo parking restrictions on private
land. The guidance you are waiting for is to appeal on the
points raised they have made mention of period of parking and
blandly made reference to the creditor. They will no doubt
reject but there is a further process
