Debt collection notice of a PCN issued 4 years ago- advise
needed

Got this debt collection notice of a PCN from 4 years ago, that
particular car is sold (I owned the car at the time) and that
address is also change . Please advise what to do?

Send a Subject Access Request to CP Plus for all personal
information they hold on you, which will include the original
PCN. Unless you have the PCN (I am assuming you don't) in which
case post it here.
If you were the registered keeper of the car at the time, they
correctly sent the original PCN to the address shown on your
car's V5C at the time, and they can not ask for the same
information again. I am guessing that a debt collector has done
a search for your new address. You do not need to reply to a
debt collector.
But what will be your defence to a county court claim? Maybe
seeing the original PCN will help here.

You should also send a data rectification notice to CPP advising
them of your current address for service, and to erase all
previous addresses. Failing to do this could result in a claim
going to your old address and you missing it.

Thanks will send email to CPP. Shall I be sending an email to
debt collector as well to update address- although they seem to
have traced my address as already sent this letter?
