       Bromley borough pcn code 24

Hi, just wondering if anyone can help with this pcn. When I
parked up I parked between two cars so didn’t pay much attention
to the floor markings which are very poor/difficult to see
anyway imo. I was in a disabled bay with my blue badge on show.
Pcn number BY28027108 REG Number M4RPF
       Many thanks in advance

Please post-up the PCN, all sides. ALso we need to kno exactly
where you parked, High St Orpington is very long so a GSV link
to the exact location is required.
ALso tell us where your car was parked in relation to the GSV
       view.

       PCN date 13 August.
Bromley is very keen on out of bay PCNs and it does seem over at
the front but there's a pavement marking that could mislead.
There doesn't seem to be lateral markings only different paving.

It looks as if there's a pair of white markings under the front
nearside wheel, is this the issue?
       If so, I don't read 2(2),2(3) and 2(4) of Part 5 of Schedule 7
to mean that a MIX of 'contrasting pattern or colour' may be
used with white line markings for internal sub-division or
       separation. It's either or IMO.

       Looks like here:

Front is a metre or so over the bay division (behind is
       disabled, in front loading).

       Good find.
But WTF is that marking, and I'd love to get a tape measure out
       for those disabled parking spaces!

I also saw the markings at the rear of the front wheels, but was
waiting for the GSV view to confirm them. Its quite surprising
to see the council error with the bays boundary marking. GSV
shows two lines in 2021: -

       then three in 2024 :-

but is this error an appeal winner ?
