The driver has been identified so that is a problem in itself.
Can you post up the original PCN and signs. You have submitted
some kind of appeal do you have the outcome letter from the
POPLA assessor. You have to reply to the claim which will buy
you sometime to formulate an additional account it looks like
this may go further.

You have to file a defence or Acknowledgment of Service by 7
September
If you file an AoS, you have to file a defence by 21 September
Claims for breach of contract can be initiated within six years,
so no issue there on the face of it.

How's this £240 made up that they are claiming?

Where is the original PCN, so that we can all see the basis on
which this claim has been brought against you?
You have 107 posts so I’d expect you know this to be important
for us to see.

Sorry, I did not mention it in the initial post. Remembered
posting on the old Pipepoo forums but obviously, we do not have
access to that anymore.
It has been more than 5 years and hence the pcn is lost. Do not
think that it went to POPLA as the appeal was made and then
there was no interaction and not sure where £240 came from they
just added the cost over cost.
I think one of the imgbb link was broken please find below the
appeal made initially to which parkingeye were asking for £20.

You can send a Subject Access Request to Parking Eye asking for
all personal information they hold on you, which will include
the original PCN. You may receive this documentation in time to
help you construct a defence, noting the deadlines already
mentioned.

I have checked there is no email for parkingeye. So, should I
just write on the address given for requesting the subject
access?
