       It’s from tower hamlets in brick lane (Handbury to Quaker)
       It’s 240 pound now from 21 June and I’m only just now hearing
       about it in August
       I went there the other day and I’m worried I’ll get another one

       I don’t know I received a letter to say that I haven’t responded
       to the original PCN but I never received one I open my mail as
       soon as I get it and pay my fines if I get them.

       Have you moved addresses recently, or updated your address with
       the DVLA?

       No I haven’t I’ve been at the same address since birth, I looked
       into it a few days ago and I think a post on Facebook said that
       said the same happen to them as in the council are deliberately
       not sending these letters and just waiting to go straight to
       this one

       Extremely odd if you have not changed address. To remove the
       Charge Certificate you’ll need to wait till an Order for
       Recovery is issued with the TEC, and file for a TE9. The council
       will presumably issue the Order for Recovery 14 days from the
       date of the notice, so call the TEC after 14 days and ask them
       if it has been registered, and if yes then you can file for a
       TE9.

       I put in in chatGpT and it said the same. So what wait until the
       14 days run out and wait for them to register the debt? And it’s
       what called order of recovery?
       The letter said this :
       The Council no longer has a statutory responsibility to respond
       to any correspondence received regarding this matter.
       If you do not pay the increased amount before the end of the
       period of 14 days beginning with the date of service of this
       Charge Certificate, we may register the debt at the County
       Court. A warrant may then be issued to a Civil Enforcement Agent
       to recover payment, at which point you would also become liable
       for additional charges.
       And then what do I do call ? The - Traffic Enforcement Centre?
       And submit a TE9 (whatever that means) that I don’t receive the
       original letter?

       After the 14 days from the date of the letter is up call TEC
       everyday until PCN has been registered with them. Once it has
       use the information from the Charge Certificate to file out a
       TE9 based on the fact you didn’t receive the original PCN or NTO
       (available on gov.uk website), print it out and post it to the
       address that’s written on it. Preferably do tracked so Royal
       Mail doesn’t escalate your worries.

       Post the charge certificate blanking only name address.
       It's a moving traffic contravention so not form TE9 - it will be
       a statutory declaration and form PE3 which must be witnessed at
       a county court or solicitor.
