       Hello,
       In a bit of a stunned state, received a letter titled "Charge
       Certificate" bypassing any other letters like an NTO or original
       letter informing about the contravention - which did not arrive
       pre-xmas. Fast forward to 05/01/2024 - and a birthday present
       arrived in the post in the form of a charge certificate! Happy
       Birthday to me… not the kind of present I was hoping for…
       No representations were made due to not being aware of the
       contravention (but I suspect LBWF – will not want to know?!) and
       now this has increased by 50% - which is disgusting! After
       receiving this, I have gone to the LBWF Website to view the
       contravention footage and images - shown below.

       Recollection of Event
       I vaguely remember going to collect a parcel from the post
       office in Station Road E4 where you need to turn right at the
       lights- and thought I had cleared the junction but evidently
       not.
       £195 is just outrageous.
       Next Steps
       What are my options?
       Would appreciate some help as I apparently I have to respond
       within 14 days from 04/01/2024 or date of receipt 05/01/2024…

       What does this mean and what options does this provide? Is this
       a debt/enforecement?

       You are beyond the point when you can submit representations.
       The only point when you can revert the process is when the
       council register the debt at the Traffic Enforcement Centre
       (TEC), and send you an Order for Recovery. You can then submit a
       Statutory Declaration that you did not receive the PCN. The
       process is then reverted to the PCN stage. It is a mere
       box-ticking exercise.
       However, this doesn't mean you can now sit back and wait the
       OfR, because having missed getting the PCN, you might not get
       the OfR.  So, once the period to pay the CC is expired, you
       should ring TEC every week asking if the debt has been
       registered. Once it has, you can download the form from the TEC
       website, fill it in, and send it off.  I understand TEC will
       accept this electronically.
