Perfect thanks - so my best approach would be to appeal with
occupier of property confirming they were happy for me to park
on the dropped kerb?

Please see appeal wording below:
I write to challenge the Penalty Charge Notice issued to vehicle
registration XXXX on 22 August 2026 at (address)
The PCN appears to have been issued for parking adjacent to a
dropped footway. However, the vehicle was parked outside
residential premises with the express permission of the occupier
of the property served by that dropped kerb.
Section 86(3) of the Traffic Management Act 2004 provides an
exception to the dropped-footway parking prohibition where a
vehicle is parked outside residential premises by, or with the
consent of, the occupier of those premises, provided that the
driveway is not shared and the consent is not given for reward.
I have separately attached a signed letter from the occupier of
(address) confirming that:
They are the resident and occupier of the property, including
the driveway and dropped kerb.
They gave express permission for residents and household members
of (address) to park across the dropped kerb when necessary.
In light of the statutory exception and the supporting
confirmation from the occupier, I respectfully request that the
PCN is cancelled.

Adding to thread - brothers appeal was rejected. He didn’t have
signed letter from occupier of the property at time of initial
appeal. Will take it further to the tribunal.

The letter is outright misleading tosh!
Wait for the advice of others who can examine your thread in
more detail. I consider yr brother has grounds to appeal to LT,
so do not miss deadline to register appeal (rejection dated 18th
August)

Put them on notice of a costs application should they contest
the appeal.

Also another point to add
If there is another vehicle that appealed and then paid after it
was rejected, is there a way to make the council pay back?
Or at the point of payment - is it too late?
